Changes the commissioner's review of charter school authorizers from every five years to annually.

Makes corrective action mandatory (from "may" to "shall") when the commissioner finds an authorizer has not fulfilled requirements of the law.

Adds suspension of an authorizer's ability to authorize new schools as a possible corrective action, in addition to terminating existing contracts.

Authorizers must provide department-approved training participation and may be subject to more frequent reviews at the commissioner's initiative or upon request from charter school operators or other interested parties.
