Amends Minnesota Statutes section 13.03, subdivision 5 to restrict government entities from claiming or enforcing copyright interests in government data without express statutory authority.

Permits government entities to enforce copyrights and acquire patents for computer software programs or program components without requiring statutory authority.

Requires that any patented computer software program or component acquired by a government entity be treated as trade secret information under section 13.37.
