Adds employees of the Minnesota Association of Professional Employees to the definition of "state employee" eligible for coverage under the Minnesota State Retirement System's general state employees retirement plan.

Limits covered salary for labor organization employees who are Minnesota Association of Professional Employees members to the lesser of their actual salary or 75 percent of the governor's salary.

Requires retirement annuity payments to be conditional on termination of employment with the labor organization and subjects reemployed annuitants to earnings limitations.

Makes employee contributions mandatory through salary deduction, though the employing labor organization may pay employer contributions on behalf of the employee.

Effective date is July 1, 2013 for all amendments.
