Allows a specific person born July 17, 1964, who was initially hired as temporary laborer general on June 19, 1989, to purchase prior uncredited service credit for the period June 30, 1989, to September 26, 1989.

Permits the eligible person to establish an effective start date of June 30, 1989, for active retirement plan membership in the general state employees retirement plan if service credit purchase is made.

Entitles the eligible person to retire under Minnesota Statutes section 352.116, subdivision 1 (the "Rule of 90"), once service credit purchase is completed.

Requires the person to have received annual retirement statements from the Minnesota State Retirement System indicating Rule of 90 eligibility as of September 1, 2012, and to have attended a preretirement class in March 2012 where retirement eligibility was confirmed.

Establishes August 1, 2012, as the expiration date for the authority to purchase prior uncredited service credit under this provision, with the bill effective July 1, 2013.
