Changes Iron Range Resources and Rehabilitation Board approval requirements from "at least seven members" to "the board" for most decisions, simplifying approval procedures throughout multiple statutes.

Redefines board composition to consist of state senators and representatives elected from districts where one-third or more residents live in a taconite assistance area, replacing the previous specific member threshold.

Modifies approval thresholds for specific projects: Douglas J. Johnson economic protection trust projects require "over one-half" of board members instead of eight, and projects using 20 percent of trust corpus require "at least two-thirds" instead of ten members.

Eliminates the governor's role in annual budget approval while maintaining gubernatorial project approval for major development initiatives under sections 298.2211, 298.2213, and 298.296.

Repeals subdivision 2 of section 298.22, which previously defined board member compensation and expense reimbursement procedures.
