Appropriates $3,750,000 from bond proceeds to the Commissioner of Administration for a grant to Hennepin County for the St. David's Center for Child and Family Development expansion and renovation.

Funds must be used for early childhood education, respite care, children's mental health services, pediatric rehabilitative therapies, support services for persons with disabilities, foster care placement, and interventions for at-risk children.

Appropriation is contingent upon Hennepin County expending or dedicating at least an equal amount ($3,750,000) from nonstate resources before state funds become available.

Authorizes the Commissioner of Management and Budget to sell and issue up to $3,750,000 in state bonds according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
