Establishes Trunk Highway 610 extension project as a legislative priority, defined as construction of marked Trunk Highway 610 as a multilane divided highway extending from the interchange with Hennepin County State-Aid Highway 81 to Interstate Highway 94.

Requires the Commissioner of Transportation to include the Trunk Highway 610 extension project in the next regular update to the statewide transportation improvement program.

Prohibits the project from being delayed from its initially scheduled commencement date unless the commissioner identifies special unforeseen circumstances and submits written notification with specific reasons to the legislative committees with jurisdiction over transportation policy and finance.

Directs the commissioner to expedite project development to prevent delays and obtain final project approvals required under state and federal law.

Takes effect the day following final enactment.
