Establishes special American Red Cross license plates for passenger automobiles, one-ton pickup trucks, motorcycles, and recreational vehicles in Minnesota.

Requires applicants to pay a $10 fee per plate set and contribute a minimum of $25 annually to the American Red Cross disaster preparedness and relief account.

Allows plate transfer to another vehicle registered to the same individual for a $5 transfer fee.

Credits plate fees to the vehicle services operating account and contributions (after administrative costs) to a new American Red Cross disaster preparedness and relief account in the special revenue fund.

Appropriates funds from the account to the commissioner of public safety for distribution to Minnesota Red Cross chapters for disaster preparedness, education, and response activities, effective January 1, 2014.
