Legislative Energy Commission is requested to study state laws and rules governing the routing of high-voltage transmission lines

Commission must examine whether financial assistance should be provided to citizens participating in the routing process, including the process and amounts for such assistance

Commission must study whether and under what circumstances landowners whose property is not included in a transmission line route should be compensated for property value losses caused by the construction

Commission is required to submit recommendations to the legislative committee with primary jurisdiction over energy issues by February 15, 2014

Section becomes effective the day following final enactment
