Amends Minnesota Statutes to guide the Public Utilities Commission's site and route designations for high-voltage transmission lines based on resource conservation, environmental impacts, land use conflicts, and electric energy security.

Adds "reduction in value of land adjoining and in proximity to a route" to the economic impact analysis considerations for proposed transmission line routes.

Requires the commission to consider problems raised by state and federal agencies, local entities, and affected landowners when evaluating transmission line routes.

Mandates that the commission make specific findings on whether existing high-voltage transmission routes and parallel highway rights-of-way were considered for new transmission lines, with stated reasons if not used.

Grants landowners whose property is not included in a route but is in proximity to it the right to require utility condemnation if their land's value diminishes by 50 percent or more due to high-voltage transmission line construction.
