Bans manufacturers and wholesalers from selling children's products intentionally containing formaldehyde or formaldehyde-releasing ingredients beginning August 1, 2014.

Extends the ban to retailers beginning August 1, 2015.

Defines "children's product" as items primarily designed to be applied to or introduced into the bodies of children under eight years old, excluding foods, beverages, toys meeting ASTM safety standards, and medical devices.

Prohibits manufacturers from replacing formaldehyde with substitute chemicals identified by state, federal, or international agencies as developmental toxins, carcinogens, endocrine disruptors, or systemic toxins.

Excludes international agencies affiliated with countries designated by the U.S. State Department as terrorism sponsors or subject to trade restrictions.
