Commissioner of education shall adopt rules to provide a standard adult high school diploma to adults who are not eligible for K-12 services, lack a high school diploma, and complete an approved adult basic education program.

Adults must demonstrate proficiency in a standard set of competencies ensuring they are regarded as equally prepared as traditional high school graduates by postsecondary institutions and employers.

Commissioner shall appoint a nine-member advisory task force by July 1, 2013, including representatives from the Department of Education, local adult basic education programs, Minnesota State Colleges and Universities, Department of Employment and Economic Development, and Minnesota Chamber of Commerce.

Task force must submit recommendations to the commissioner by February 1, 2014, to inform rulemaking on standard adult high school diploma requirements.

Standard adult high school diploma provisions become effective July 1, 2014.
