Adds definition of "traffic safety camera" to Minnesota Statutes as a remotely operated recording device capable of recording clear images of vehicle movement at an intersection.

Authorizes local authorities to use traffic safety cameras as a means of regulating traffic at intersections, alongside police officers and traffic-control signals.

Applies to streets and highways under local jurisdiction within municipalities or towns in counties with population of 500,000 or more and land area not exceeding 600 square miles.

Amends Minnesota Statutes 2012, sections 169.011 and 169.04 to implement these provisions.
