Eliminates the prefunded limit of 20 times the lower retention limit for the workers' compensation reinsurance association.

Changes premium calculations to cover liabilities and expenses in excess of a member's selected retention limit, removing the previous requirement to include claim payments between the retention limit and prefunded limit.

Removes language requiring members to pay for actual claim payments during the premium period for claims exceeding the prefunded limit.

Effective January 1, 2015.
