Prohibits motor vehicles from driving in bicycle lanes except when parking (where permitted), entering or leaving the highway, or preparing to turn.

Adds parking maneuvers to the list of permitted reasons for motor vehicles to enter bicycle lanes.

Requires drivers to signal before crossing a bicycle lane to make a turn and yield to bicycles before entering the bicycle lane.

Prohibits drivers from passing other vehicles by driving in a bicycle lane or onto shoulders.
