Changes Minnesota Statutes section 356.91 to require (instead of permit) executive directors of public pension funds to deduct requested membership dues from retirement annuities upon written authorization.

Expands dues deductions to include "membership dues or other payments" to labor organizations representing public employees or retired public employees.

Mandates monthly payment of deducted amounts to designated organizations.

Replaces the two-times-per-year deduction limit with authorization for labor organizations to conduct up to two blind mailings per calendar year to annuitants, with all mailing costs paid by the requesting organization.

Removes requirement that labor organizations reimburse pension funds for administrative expenses of withholding dues payments.
