Expands eligibility for Safe at Home program to include individuals fearing for safety of household members or persons on whose behalf application is made, and requires participants to reside in Minnesota.

Removes requirement to provide mailing address in application and allows alternative mail delivery address if mail cannot be delivered to residential address.

Prohibits persons notified of Safe at Home participation from disclosing program participant's name, home address, work address, or school address without written consent, except where person also lives, works, or attends school at that address.

Creates new data classification making identity and location data of program participants private data that cannot be shared with other government entities unless participant consents in writing, court order is issued, or data sharing is permitted under existing law.

Restricts law enforcement information exchanges to exclude data governed by the Safe at Home program data protection provisions, effective July 1, 2013.
