Defines "regional fare collection system" to include regular route bus service, paratransit, light rail transit, rideshare programs, special transportation services, and commuter rail service within the metropolitan area.

Permits the Metropolitan Council to use applicant and customer data for internal transit-related business purposes including fare policy development, pricing, and ridership planning.

Allows the Council to share transaction history and fare card usage data with government entities, organizations, school districts, educational institutions, and employers that subsidize fares or provide fare cards or passes.

Permits data dissemination to the commissioner for evaluating electronic government services, to other government entities for cybersecurity purposes, to Metropolitan Transit Police and law enforcement for investigations, or as otherwise provided by law.
