Transfers facilities and staff from Joint Powers District No. 6067 (East Metro Integration District) to the Perpich Center, with transferred employees becoming state employees with seniority protections and salary guarantees.

Provides general education funding to Crosswinds school as though it were a district, calculated using state average general education revenue per pupil unit plus pupil's district referendum equalization aid, with $4,378 per extended time pupil unit.

Makes Crosswinds school eligible for special education aid, integration aid, federal aid, and flexible learning year programming while restricting aid that requires local levy authority.

Allows students enrolled in Crosswinds during 2012-2013 to continue enrollment in subsequent years, with new applications accepted thereafter according to board procedures.
