Establishes special "Breast Cancer Research" license plates available to owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles in Minnesota.

Requires applicants to pay a $10 fee per plate set, standard registration tax, and contribute a minimum of $20 to the Masonic Cancer Center at the University of Minnesota for breast cancer research.

Plates feature the inscription "Minnesota Cares" and a pink breast cancer ribbon design.

Allows plates to be transferred to another qualifying vehicle registered to the same owner for a $5 transfer fee.

Collected fees are credited to the vehicle services operating account; contributions are non-refundable; effective January 1, 2014.
