Directs the commissioner of natural resources to establish criteria for a honey bee habitat program on state lands to enhance habitat for honey bees and other pollinators statewide.

Requires the program criteria to identify suitable state lands, list appropriate plantings, determine whether to exclude native prairies and scientific natural areas, and address use of nonnative species.

Allows the board to permit planting of native and nonnative species beneficial to honey bees and other pollinators on conservation easement lands, excluding lands containing native prairie.

Requires the board to develop a list of suitable plantings, best management practices, and standards for honey bee habitat projects in consultation with the commissioner of natural resources.
