Expands optometry definition to include use of autorefractors and other automated testing devices for vision measurement.

Clarifies that optometrists can prescribe plano and cosmetic contact lenses, and adds authority to employ ocular exercises, orthoptics, and habilitative/rehabilitative therapeutic vision care.

Maintains restrictions on optometrists administering injectable drugs (except for anaphylaxis treatment), performing invasive surgery, prescribing Schedule II and III oral drugs, and limits oral antiviral and carbonic anhydrase inhibitor prescriptions to 10 and 7 days respectively.

Adds exemption allowing other licensed or registered health care providers in Minnesota to practice within their scope of practice without restriction.

Effective the day following final enactment.
