Establishes the Minnesota Youth Council Committee within the Minnesota Alliance With Youth, consisting of four members from each congressional district and four members selected at large, aged 13-19.

Members selected through application and interview process with emphasis on gender and ethnic diversity; serve two-year terms with maximum of two terms (initial members serve one-year terms).

Committee duties include providing advice to legislature and governor on youth issues, serving as liaison for youth statewide, and submitting annual activity reports.

Committee meets at least twice yearly during legislative sessions and may select bills for public hearings, propose youth legislation, provide advisory opinions, and prepare a youth omnibus bill.

Committee shall partner with nonprofits, private sector, and educational resources; legislative leaders from majority and minority parties appoint one legislator liaison each to the committee.
