Expands Department of Corrections data sharing with the Secretary of State to include individuals on probation for felony offenses resulting in loss of civil rights, requiring monthly lists to identify ineligible voters and challenge their registrations.

Prohibits acceptance of absentee ballot applications listing correctional facilities housing only felony offenders as addresses and requires county auditors to transmit such applications to county attorneys.

Requires written notice to individuals placed on felony probation that they cannot register to vote or cast ballots during supervision, with acknowledgment by signature placed in probation file.
