Allows applicants aged 15-17 to obtain instruction permits if enrolled in approved driver education programs, including an option for homeschooled students taking approved behind-the-wheel training with classroom materials approved by the commissioner.

Modifies classroom instruction requirement to permit completion of either the full classroom phase or 15 hours of classroom instruction in a concurrent program combining classroom and behind-the-wheel training.

Changes permit fee language from "the fee" to "all fees" required under section 171.06, subdivision 2.

Establishes a 21-member Novice Driver Education Improvement Task Force to compare Minnesota driver education law and rules with federal National Highway Traffic Safety Administration standards and submit recommendations by August 31, 2015.

Authorizes the commissioner of public safety to adopt rules for instruction permit provisions and appropriates unspecified funding for implementation costs.
