State auditor may charge a one-time user fee to cities, towns, and other government entities for development, maintenance, and distribution of small city and town accounting system software, in consultation with the Minnesota Association of Townships, League of Minnesota Cities, and Minnesota Association of Small Cities.

A City and Town Accounting Systems (CTAS) account is established in the special revenue fund to receive and manage user fees.

Amounts collected from user fees are appropriated to the state auditor to cover all costs associated with development, maintenance, and distribution of the accounting system software.

If the accounting system software is discontinued, any remaining balance in the CTAS account shall be equitably refunded to users in consultation with relevant municipal associations before closing the account.
