Expands the Statewide Radio Board's authority to oversee planning, implementation, and maintenance of the ARMER (Allied Radio Matrix for Emergency Response) system and other emergency communication technologies.

Allows the Statewide Radio Board to elect by majority vote to become a Statewide Emergency Communication Board with responsibility for coordinating 911 service statewide, including next generation 911 (NG911) implementation and system standards.

Permits federally recognized Indian tribes to join regional radio board joint powers agreements upon approval by both the tribe's governing body and the governing bodies of existing member governments.

Enables regional radio boards to elect to become regional emergency communication boards responsible for developing and maintaining regional NG911 implementation plans consistent with statewide standards.

Requires the Statewide Radio Board to study long-term funding strategies for ARMER and 911 systems by January 15, 2014, including public and private funding options, operational sustainability costs, and user fees.
