Appropriates $30,000,000 from the trunk highway fund bond proceeds account to the Commissioner of Transportation for adding a third travel lane in each direction on U.S. Highway 10 between Hanson Boulevard and Round Lake Boulevard interchanges in Coon Rapids.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $30,000,000 to fund the appropriation, following procedures in Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds (except accrued interest and premiums) to be credited to a bond proceeds account in the trunk highway fund.

Takes effect the day following final enactment.
