Designates the Honor and Remember Flag created by Honor and Remember, Inc., as Minnesota's official symbol honoring members of the United States armed forces who died in the line of duty or from service-connected causes.

Encourages chief administrators of state governmental buildings, federal veterans facilities, and local government buildings to display the flag on nine specified days annually, including Armed Forces Day, Veterans Day, Independence Day, and Korean War Armistice Day.

Specifies applicable locations for flag display including the Minnesota State Capitol, constitutional offices, legislative chambers, courts, state veterans homes and cemeteries, and federal veterans facilities to the extent authorized by federal law.

Prohibits requiring employees to report to work solely for the purpose of displaying the Honor and Remember Flag or any other flag.

Allows named public offices and public officials to accept donations of Honor and Remember Flags for display purposes.
