Establishes a reimbursement grant program administered by the adjutant general to reimburse local units of government (counties and cities) for costs of replacing public safety employees on authorized leave.

Defines "public safety employees" as peace officers, firefighters, and ambulance service personnel who are full-time employees working at least 35 hours per week.

Covers "replacement costs" including wages, salaries, benefits, and overtime pay for hiring temporary replacements or paying existing employees additional compensation for extra duties.

Requires local units of government to apply for reimbursement by March 15 for the preceding calendar year, with the adjutant general distributing grants by July 15.

Funding comes from a general fund appropriation; if insufficient, grants are reduced proportionally among all applicants; effective for replacement costs incurred in calendar year 2013 and thereafter.
