Expands wheelage tax authority from "metropolitan counties" (Anoka, Carver, Dakota, Hennepl, Ramsey, Scott, Washington) to all counties in Minnesota by removing the metropolitan designation throughout the statute.

Increases the maximum wheelage tax rate from $5 (established in 1972) to up to $20 for calendar year 2014 and each subsequent year thereafter.

Removes electric-assisted bicycles from the wheelage tax exemption list, while maintaining exemptions for motorcycles, motorized bicycles, and motorized foot scooters.

Changes tax distribution from annual April 1 payments by the Commissioner of Management and Budget to monthly warrant payments issued by the registrar of motor vehicles to county treasurers.

Makes technical corrections including changing "fund" to "account" for the county wheelage tax designation and modernizing statutory language throughout.
