Establishes that event data recorded on vehicle event data recorders (devices capturing air bag deployment, speed, direction, location, steering, braking, and seat belt information) is personal data belonging to the vehicle owner.

Prohibits downloading or retrieving event data without owner consent except for: owner request, automotive technician repair/service, peace officer investigation with warrant, emergency medical response, civil discovery in accident claims, court/administrative orders, or after-market installed recorders.

Restricts release of retrieved event data to: owner consent, civil discovery, court order, motor vehicle safety research (without disclosing owner/driver identity), or data processors (without disclosing owner/driver identity).

Requires subscription service agreements to prominently disclose that event data may be recorded or transmitted and provide instructions for discontinuing service or disabling the recorder.

Prohibits knowingly altering, deleting, or destroying event data recorder data after accidents resulting in death or serious physical injury unless reasonable time has passed for law enforcement to obtain a search warrant; violation is a misdemeanor.
