Establishes a career and technical education advisory task force to make recommendations to the Minnesota legislature on improving student outcomes in grades 11 to 14.

Task force must develop recommendations addressing alignment between secondary and postsecondary education programs, alignment with Minnesota workforce needs, and efficiency of public secondary and postsecondary programs.

Task force members must consider strategies including better informing students about career options, developing individualized education and work plans, improving high school achievement monitoring, and increasing postsecondary certificate and degree completion rates.

Task force membership includes representatives from the Minnesota Association of Career and Technical Administrators, Minnesota Association for Career and Technical Education, University of Minnesota, Minnesota State Colleges and Universities, Minnesota Department of Education, Minnesota Department of Employment and Economic Development, Minnesota Board of Teaching, and other selected representatives.

Task force must submit recommendations to legislative committees with jurisdiction over K-12 education by February 15, 2014.
