Establishes a special "Pedal Minnesota" license plate available to owners of passenger automobiles, one-ton pickup trucks, motorcycles, and recreational motor vehicles who pay a $10 fee and make an annual minimum contribution of $30 to bicycle safety programs.

Allows vehicle owners during in-person annual renewal registration to make optional donations for bicycle safety programs and for education on anatomical gifts ($2 minimum for anatomical gifts).

Creates a bicycle safety and information account in the special revenue fund to receive contributions from Pedal Minnesota plate holders and other donors, with funds appropriated to the commissioner of transportation for grants and programs.

Requires the commissioner of transportation to annually allocate at least 50 percent of available bicycle safety account funds as grants to eligible charitable organizations with missions focused on bicycle safety, awareness, information, or education.

Requires the commissioner to maintain records of special plates issued and submit annual reports by November 15 to legislative committees on transportation detailing the number of each plate type issued and contribution fund usage.
