Removes "target pollution loads" from water resources plan requirements while maintaining management objectives for metropolitan watersheds.

Changes "waste control" terminology to "wastewater services" throughout statutes relating to Metropolitan Council operations, maintenance, and advisory committees.

Modifies deferment of payments provisions to clarify that the council may provide payment deferment upon request and that deferrments cannot increase costs allocated to other local government units.

Streamlines wastewater charge system requirements by removing mandatory council review procedures and making submission to council discretionary rather than automatic.

Applies all changes to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, effective the day following final enactment.
