Bill Summary

• Modifies landowners' bill of rights for state land purchases by exempting trout stream easements, native prairie bank easements, and Camp Ripley buffer easements from price discussion restrictions before appraisal.

• Authorizes school forests to be established by educational institutions using owned land or land acquired by gift or contributed funds, and allows tax-forfeited lands to be conveyed to agencies for school forest purposes without monetary compensation but subject to conditional use and reversion provisions.

• Creates a land acquisition account in the state treasury appropriated to the commissioner of natural resources for acquiring natural resource lands, paying expenses for rendering state property saleable, and paying expenses for exchanging state property.

• Adds land to Flandrau State Park, Lake Vermilion State Park, and Sibley State Park; deletes land from Lake Vermilion State Park and Whitewater State Park; and adds Section 23, Township 42 North, Range 23 West to Snake River State Forest.

• Authorizes numerous county-specific sales, exchanges, and conveyances of tax-forfeited and surplus state lands in multiple counties including Anoka, Carlton, Cass, Crow Wing, Dakota, Fillmore, Freeborn, Goodhue, Hubbard, Itasca, Koochiching, Lac Qui Parle, Lake, St. Louis, Stevens, and Winona counties.
