Allows voluntary donations at registration for grant-in-aid trails for snowmobiles, off-highway motorcycles, off-road vehicles, cross-country skis, and horses, with $20+ donors receiving recognition stickers.

Expands youth hunting and fishing opportunities by allowing ages 10-12 to take deer without fee, permitting ages 12-15 to obtain apprentice hunter validations, and allowing nonresidents ages 12-15 to take small game without fees under certain conditions.

Modifies fishing seasons and methods by changing bow fishing season start date from May 1 to last Saturday in April, allowing spearing of rough fish (suckers) from last Saturday in April through last Sunday in February, and permitting residents and nonresidents ages 16-17 to spear without a spearing license.

Creates exemptions for tribal members and nonresidents from all-terrain vehicle registration requirements, implements a no-registration weekend annually for ATV trails, and establishes a "Take a Kid Fishing Weekend" that can be designated by written order rather than rule.

Clarifies watercraft definitions to distinguish waterfowl boats and rice boats from standard watercraft for licensing purposes and adds provisions allowing water transport for commercial hauling and emergency firefighting purposes.
