Allows underlying fee owners to apply to district court to discharge a portion of an easement acquired by condemnation, rather than only the entire easement.

Court may order discharge of the easement or portion thereof upon terms deemed just and equitable, with notice required to all interested parties.

Exemption applies to easements acquired by public service corporations for construction or expansion of high-voltage transmission lines of 100 kilovolts or more, including substations.

Exemption also applies to easements for natural gas, petroleum, or petroleum products pipelines, including ancillary compressor or pumping stations, but excludes natural gas distribution lines serving end users.
