Establishes the Minnesota Health Plan to provide all medically necessary health care to Minnesota residents regardless of income, funded through ability-to-pay premiums and a business health tax.

Creates a Minnesota Health Board to administer the plan, with 15 members including representatives from regional health planning boards, patients, employers, and providers.

Covers all medically necessary services including hospital care, prescription drugs, mental health, dental, vision, long-term care, and home health services with no cost-sharing (no deductibles or copays).

Establishes an independent Ombudsman Office for Patient Advocacy to handle consumer complaints and grievances, and an auditor general position within the Legislative Auditor's office to investigate fraud and abuse.

Requires the plan to be operational within two years and prohibits the sale of private health plans in Minnesota for services covered by the Minnesota Health Plan once operational.
