• Modifies nursing home resident relocation procedures, requiring facilities to notify managed care organizations and expanding relocation assistance (transportation, site visits, communication device transfers) to residents relocating within the county or contiguous counties.

• Changes long-term care assessment processes by requiring certified assessors instead of screening teams and allowing current service providers to submit written reports on client care needs for consideration during assessments.

• Eliminates filing deadline extensions for nursing facility statistical and cost reports beginning September 30, 2013, and implements cost report filing by February 1 instead of January 15.

• Allows personal care assistance agencies to make reasonable efforts to provide same-gender personal care assistants upon resident request and requires documentation of this request in care plans.

• Requires the commissioner to develop recommendations for case management redesign and requests federal amendment to the Medicaid cost allocation plan to allow reimbursement for assessments conducted by contracted nongovernmental organizations.
