Prohibits manufacturers, distributors, and factory branches from owning or operating motor vehicle dealerships of the same line make within Minnesota, with limited exceptions for temporary operations or bona fide relationships where independent parties have significant investment and can acquire full ownership within a reasonable time.

Establishes that licensed new motor vehicle dealers are presumed to be injured and have standing to sue for violations of the dealership ownership prohibition under section 80E.17.

Prohibits manufacturers and distributors of passenger automobiles or trucks from obtaining a new motor vehicle dealer license, though they may sell new vehicles directly to licensed dealers without requiring their own dealer license.

Maintains existing unfair practice regulations including requirements for timely vehicle delivery, uniform pricing offers, fair warranty reimbursement, and equitable performance standards applied to all similarly situated dealers.

Clarifies that manufacturer/distributor exemptions do not apply to makers of motor vehicle bodies, medium-speed electric vehicles, or neighborhood electric vehicles.
