Voids and makes unenforceable any agreement for consumer services or recreational activities that waives, limits, or releases liability for damages, injuries, or death resulting from conduct constituting greater than ordinary negligence.

Allows severability of waivers for ordinary negligence or inherent activity risks from provisions attempting to waive liability for gross negligence.

Defines "party" to include persons, agents, servants, employees, and those authorized to sign agreements on behalf of minors.

Exempts claims against the state under Minnesota Statutes section 3.736 and municipalities under section 466.02 from this prohibition.

Takes effect August 1, 2013, and applies to agreements signed or accepted on or after that date.
