Appropriates $26,000,000 from bond proceeds to the commissioner of transportation for capital improvements and betterments of intercity passenger rail projects identified in the statewide freight and passenger rail plan under Minnesota Statutes, section 174.03, subdivision 1b.

Eligible projects must be determined suitable for United States Department of Transportation funding.

Permits intercity passenger rail projects to be completed in multiple phases across one or more state appropriations rather than requiring completion with a single appropriation.

Covered capital improvements and betterments include preliminary engineering, design, environmental analysis and mitigation, land and right-of-way acquisition, and construction.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $26,000,000 to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.
