Requires Minneapolis and St. Paul to establish a joint governing structure by January 1, 2015 to coordinate marketing, promotion, and scheduling of conventions and events at the Target Center and Xcel Energy Center.

Mandates a study by February 1, 2014 by both cities and primary professional sports team tenants examining current finances, projected costs and revenues, capital improvements, and the impact of joint governance on each facility and city.

Study must examine including other entertainment venues in joint governance and analyze the feasibility of placing both facilities under the Minnesota Sports Facilities Authority.

Requires city representatives and primary professional sports team tenants to meet within 30 days of the bill's effective date to begin implementation.

Becomes effective upon compliance with Minnesota Statutes section 645.021 and filing of approval certificates with the secretary of state within 30 days of enactment.
