Enacts the Agreement Among the States to Elect the President by National Popular Vote into Minnesota law as a compact with other participating states.

Requires each member state to conduct a statewide popular election for president and vice president.

Directs each member state's chief election official to determine the national popular vote total across all participating states and appoint presidential electors based on which presidential slate wins the national popular vote rather than the state's own popular vote.

Agreement takes effect once states cumulatively possessing a majority of electoral votes (270) have enacted it in substantially the same form.

Member states may withdraw from the agreement at any time, except withdrawals within six months of the end of a presidential term become effective only after the next president takes office.
