Eliminates section 13.085 as an administrative remedy for data practices violations, requiring all actions to be brought under section 13.08 subdivision 4 in district court instead.

Removes references to "other tribunal" in sections 13.072 and 13.08, limiting judicial review to courts only.

Allows prevailing plaintiffs to recover reasonable attorney fees if a government entity failed to comply with a written opinion issued under section 13.072 that was directly related to the lawsuit.

Maintains existing civil penalties up to $1,000 against government entities when courts issue compliance orders, along with costs and attorney fees.

Effective the day following final enactment and applies to actions commenced on or after that date.
