Establishes licensing and inspection requirements for commercial dog and cat breeders in Minnesota, effective July 1, 2015, administered by the Board of Animal Health.

Defines "commercial breeder" as a person possessing 10 or more adult intact animals producing more than 5 litters per year, requiring annual licenses at $10 per adult animal (capped at $250).

Mandates minimum standards of care including daily enrichment and human contact, animals not sold before 8 weeks of age, health certificates from veterinarians, and prohibition of outdoor housing for cats.

Authorizes the board to issue correction orders, administrative penalties up to $5,000, and suspend or revoke licenses for violations, with appeals available through administrative hearings.

Appropriates $310,000 in fiscal year 2015 and adds $426,000 to the Board of Animal Health's base budget to implement the licensing and inspection program.
