Requires disclosure of genetically engineered food and seed by labeling "Produced with Genetic Engineering" on packages, containers, or retail displays effective January 1, 2015.

Exempts processed foods where genetically engineered materials are used solely as processing aids or enzymes, and provides a transition period until July 1, 2019 for processed foods with less than 0.9% genetically engineered content by weight.

Protects growers and distributors who obtain sworn statements that seed or food was not knowingly genetically engineered and was segregated from genetically engineered materials.

Defines "genetically engineered" to include foods produced through in vitro and in vivo nucleic acid techniques, recombinant DNA/RNA methods, and cell fusion beyond taxonomic families, but excludes traditional breeding and selection methods.

Establishes "organic" and "natural" food definitions that explicitly exclude genetically engineered products, with enforcement by the commissioner under chapter 34A and no private right of action.
