Removes requirement for commissioner of administration to develop procedures for separation, collection, and storage of used commodities and to promote waste reduction procedures to state employees.

Changes recycling goal from a December 31, 1996 deadline to an ongoing goal of recycling at least 60 percent of solid waste generated by state offices and operations.

Expands recycling reporting requirement from only metropolitan area state offices to all state offices in facilities under Department of Administration custodial control.

Eliminates requirement for a central materials recovery facility near the State Capitol and removes provisions for waste audits to measure progress toward recycling goals.

Retains commissioner's authority to establish a recyclable materials collection and transportation system and to contract with private entities for cost-effective implementation.
