Appropriates $5,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for grants to local government units for installing, renovating, or replacing heating, ventilating, and air conditioning systems in existing indoor ice arenas.

Grants target ice arenas with non-electric ice resurfacing and edging equipment to improve indoor air quality by reducing carbon monoxide and nitrogen dioxide concentrations.

New or renovated HVAC systems may include continuous electronic air monitoring devices and ice-making system upgrades to replace Freon R-22 refrigerant.

Authorizes the Commissioner of Management and Budget to sell and issue up to $5,000,000 in state bonds to fund the appropriation.

Amends Minnesota Statutes section 240A.09 to establish priority for air quality improvement grants (up to $200,000) and Freon R-22 replacement grants (up to $50,000 for indirect cooling systems and $200,000 for direct cooling systems).
